No. The council runs inside Claude Code, which has a natural language interface. You direct your agents the same way you'd brief a team — in plain English. I train you during handoff on exactly how to run a council session, call a meeting, and delegate tasks. If you can write an email, you can run a council.
The council runs on Anthropic's Claude API. You'll have your own API account — typical usage for an active solo operator runs $20–$80/month, billed directly by Anthropic. There's no Sparks Tech Lab subscription, no platform fee, no recurring charge to me. The $2,997 is a one-time build fee. What you pay Anthropic is between you and Anthropic.
A single chatbot setup — even a great one — gives you one voice with a system prompt. The Council Builder gives you 15 named specialists, each with their own domain expertise, personality, and memory of your business. The Chief of Staff coordinates them in real meetings. It's the difference between having a receptionist and having a full executive team.
